The Community Energy and Emissions Inventory (CEEI) is an initiative of the BC Ministry of Environment.
The Province of B.C. has committed to reducing greenhouse gas (GHG) emissions by 33 per cent from 2007 levels by 2020. It is estimated that local governments have control or influence over approximately 45 per cent of these emissions.
The CEEI represents energy consumption and greenhouse gas emissions from community activities in on-road transportation, buildings and solid waste. Estimates of land-use change from deforestation activities and enteric fermentation from livestock under the Agricultural sector are also available at the Regional District level.
The inventory is the first of its kind in North America, and it helps local governments meet the Climate Action Charter commitment to measure and report on community GHG emissions profiles.
Latest News: The upcoming 2010 CEEI Reports are currently planned for release in the first quarter of 2012. There will be some minor refinements to the methodology and where appropriate, updated 2007 figures to reflect this. For more information contact CEEIRPT@gov.bc.ca.
Community Energy and Emissions Inventory Reports
On May 31, 2010, the Draft 2007 CEEI Reports were replaced by the Updated 2007 CEEI Reports. The updates represent an improvement in both methodology as well as information. Please take the time to review your community’s report and notify CAS staff with any errors by July 31, 2010.

Community Energy and Emissions Inventory Reports are not local government operations or Carbon Neutral Reports (e.g. civic buildings and fleets). They can, however, help local governments to meet the Green Communities legislative requirement to establish greenhouse gas reduction targets, policies and actions in official community plans or regional growth strategies.
As with other inventories, the reports are living documents that will continue to improve. They are designed to create a solid foundation on which local governments will be able to build.
The reports will include supporting indicators to expand the inventory story and to support the government’s emerging Green Communities Performance Reporting Program.
Starting in 2010, future CEEI Reports are anticipated to be produced every two years (i.e., 2010, 2012, 2014, 2016) with updates to the base year (2007) inventories.
